An RFP is a call for commercial proposals from potential suppliers. These proposals would normally include a price or quotation element.
An RFE is similar to an RFI (Request for Information). Both are used when an organization is conducting research rather than requesting commercial bids.
A typical process is for a company to issue an RFI or RFE to gather information about a product or service and the various companies who can supply it. This information then informs the creation of an RFP and a shortlist of suppliers to be invited to bid.
